This is not just the mindset or opinion of a single woman in a single Gulf country. As someone who has lived in a Gulf country for 10 years, I can tell you this is the mainstream way of thinking. This condescending, in your face, entitled belief that those who work for you are not employees trading their skillset and labor for money. They are of the belief that those who come to their countries come to “serve” them, and if they are nice and lucky, the Saudis, Kuwaitis, Qataris, or Emiratis will give them spare change. To reiterate, the concept of compensation for work doesn’t exist in their dictionary. The concept of “why should I give these people the money that I have so they can save it or worse yet send it abroad to help their families?” is. Once you have a grasp on this vile mindset, you can understand why these people, no matter how much money the have, are far from class or civility.
This belief that employees working for them are their property is not just limited to the maid industry. It is in fact much more pervasive that it affects most other industries. It reaches as far the skill ladder as the healthcare or engineering industry, where the “sponsor” program (kafeel) also exists. For those that do not know, no non-Saudi or non-Gulf citizen can work in their country without a kafeel, and the kafeel can be a person or an entity like the Department of Health or the Department of the Interior. The kafeel is widely expected, if the worker is a foreigner from a weaker country (not the US or Europe), to keep that worker’s passport and not give it to the worker. The kafeel is also either unsupervised or not adequately supervised, and is expected to “compensate” the workers through a code of honor, except that there is no code of honor among most of these societies, only a code of “I have more money than you and you work for me so I get to exploit you.” Widespread is the withholding of many employee passports and even salaries, and even more widespread is employee healthcare neglect. My father is a physician and has seen many maids who have been left to wither from tuberculosis, and when my father tells the “kafeel” that their maid is sick with tuberculosis (or some other treatable disease) and needs urgent treatment, their response is usually “I am not paying for that. I will just send that maid or worker back to their country, even while they are ill and cannot safely board a flight.”
But back to the issue of passport withholding, it is in fact illegal in many countries to hold the passport of an employee as a way of insuring they “do not leave.” This is because this document is the holder’s own document, and is a foreign document issued by the holder’s own country and thus no foreign entity or person should use it to withhold the liberty of the person to which the passport belongs. No reason is strong enough to keep the passport from its owner, because those that sought employment with you are bound by contract and thus by law to work for you. If they are unhappy, they can and should notify you with enough time of their decision to quit.
Yet, these countries, secondary to their money, always get a pass when the west implements sanctions against human rights violators. Countries with no strong government like Somalia, Afghanistan, Niger, Nigeria, or Iraq at least have an excuse, albeit a lousy one, for why there are human abuses (the rule of law is lacking or severely deficient). But these Gulf states have no excuses other than a significant portion of them being ruthless psychopaths, from their princes to their commoners.

This is what happens when one’s financial standing and power disproportionately overtakes one’s level of humanity and education. I think people from these regions are so much in need of updating themselves with current global standards of respect for their fellow human beings and human welfare. It’s plain and simple, if you cannot comply with the requirements of your employees to meet their minimum standards of human dignity, then look somewhere else. And yes, just because you employ someone, doesn’t mean you own them like your personal posessions. Some personal liberties cannot and should not be bought by money. They are simply beyond the commerce of man. It is a great human tragedy that despite advancements in science and technology, some people are so left behind in their human evolution.

Its systemic. This treatment of foreign people is built into how the society works. There are work groups of foreigners who sit a designated corner of the town waiting/hoping for for work. So why is it only a particular race? They are treated horrendously. To live a life like those workers, the worker would be better off to be a dog, a cat or some kind of animal though, in truth, it is the employer who is the true animal … a savage to be more accurate.
